Travel + Leisure Reveals Top Cities in Canada for 2025

In a recent survey, Travel + Leisure, a global publication, has unveiled the best cities in Canada for 2025, based on reader votes. The list showcases a diverse array of destinations, each offering unique charm and appeal.

Leading the pack is Quebec City, Quebec, which has secured the top spot with a reader score of 86.79. Known for its French architecture, winding streets, and the historic atmosphere of Vieux-Quebec, Quebec City's old town is a UNESCO World Heritage site. The city has been named in the annual list of reader-favorite cities in Canada for the 10th time in a row.

Montreal, Quebec, follows closely behind as the second-ranked city, boasting a reader score of 82.93. Montreal offers a blend of European charm with North American energy, and is known for its top-notch music festivals, galleries, restaurants, and historic downtown area. The city is consistently ranked among the best in Canada and is also named among the top ten global cities for international students in 2025.

Vancouver, British Columbia, regularly ranks among Canada's top cities for livability and quality of life. It secures the third spot with a reader score of 82.79. Vancouver is renowned for its world-class restaurants, natural beauty, and hiking spots.

Halifax, Nova Scotia, is the fourth-ranked city in Canada for 2025, with a reader score of 82.26. Halifax is known for its natural beauty, including forests and a vibrant waterfront. One respondent in T+L’s survey described Halifax as the "up and coming city in Canada."

Victoria, British Columbia, is the fifth-ranked city, with a reader score of 80.70. Victoria is a favourite city on the West Coast for readers of Travel + Leisure due to its stately British architecture and green spaces. Many readers highly recommend Butchart Gardens, located just outside Victoria, as a must-visit.

The most popular Canadian travel destinations in 2025 include Montreal, Toronto, Ottawa, Vancouver Island, Calgary, Niagara Falls, Quebec City, Halifax, and the Atlantic provinces of Nova Scotia, New Brunswick, Prince Edward Island, and Newfoundland & Labrador.

Foreign nationals require a visitor visa (also known as a Temporary Resident Visa) to enter Canada unless they are visa exempt. However, foreign nationals from some countries are exempt from needing a Canadian visa but must apply for an eTA beforehand to enter Canada by air. US nationals and green card holders are both visa and ETA exempt.

Foreign nationals who live in Saint Pierre and Miquelon and are flying directly to Canada from St. Pierre and Miquelon do not require an eTA. This exemption applies only to direct flights and not to flights with connections.

In 2025, over 657,000 votes were cast across more than 8,700 entries, including hotels, cruise lines, and cities. The cities were rated for the World's Best Awards survey based on six factors: sights and landmarks, culture, food, friendliness, shopping, and value.
